Microsoft Excel Says It Cannot Access The File On Mac

If a company doesn’t use the default Exchange server format (due to security or other reasons), this apparently is an issue. I write in the proper URL and Outlook overwrites it. I have tried net new installations and imports of 2011 identities (clean or otherwise). I don’t have this problem from Outlook 2011. Microsoft word on mac help.

I have an Excel workbook that is a listing of various business forms in various file formats (Excel, Word, Acrobat). The workbook has a hyperlink to each of the business forms. The Excel workbook and all of the business forms are in the same folder on a VPN server for which all employees have access.
The links work for me but not for my test user. When I click a link in the listing workbook the referenced business form opens in a jiffy. When my test user clicks that same link he gets the error 'Cannot open the specified file.'
we both have the same identical Lenovo laptop
We both have windows 7
we both have 'Hide Extensions for known file types' unchecked in Windows Explorer
We both have the same application versions, Excel, Word, Acrobat
We both have VPN access to the server
We both have the folder mapped as drive N:
We both can view the entire contents of the folder
We both can open any file in the folder
What am I missing?

Apr 17, 2018  When you work in a file, Microsoft Excel saves the file with a temporary file name and places this file in the same folder as the original file. When you save your file, the original file is then deleted and the temporary file is renamed with the original file name. You may receive an unexpected prompt to Grant Access to files when you try to open a file or do 'Save as..' or 'Save a copy'. When this happens, Excel may become unresponsive and you will need to force quit the application to recover.
